Viktor Petrovich RAKHMANOV 
V. P. Rakhmanov was born on May 12, 1949.
In 1969 Viktor Rakhmanov graduated from Serov Metallurgical Technical School with a diploma of technician-metallurgist.
V. P. Rakhmanov started his working career in 1971 at Metallurgical plant n/a A. K. Serov as a metal sorting operator, master, shift master, calibration workshop adjustage chief. During 1990-91 he served as Vice-Chairman of Serov City Soviet of Working People's Deputies Executive Committee. During 1991-96 Mr. Rakhmanov was Deputy Chief and Chief of calibration workshop; during 1996-2002 he was Director on social matters, Deputy Director on general matters in social sphere.
From 2003, due to delegation of powers of the managing company UMMC-Holding he has been Head of social sphere administration.
Mr. Rakhmanov is Chairman of Serov Municipal Duma.
V. P. Rakhmanov was awarded with a Medal of Honor for Labor Valor.
