V. I. Kropotin was born on October 29, 1957.

In 1984 V. I. Kropotin graduated from Ural Polytechnic Institute with a diploma of civil engineer.

Mr. Kropotin started working career in 1979 at Metallurgical plant n/a A. K. Serov as a quality inspector. Later he worked as foreman, master at building maintenance workshop, at plant's fire station, where he rose from firefighter to the head of fire station. From 2002 he was Director on departmental fire protection and Head of civil defense and emergencies department.

From 2003 V. I. Kropotin has been Deputy Director - Head of departmental fire protection, civil defense and emergencies department.
